CCTV vision obtained by the Sarasota Herald-Tribune shows Andrew Halpin taunting the man as hit sits handcuffed inside the Sarasota County Jail on July 18.
The officer can be seen tossing peanuts at the man, identified as Randy Miller, and then pointing and laughing at him.
Several of his deputies who are standing nearby do nothing to intervene and one even appears to give Halpin more peanuts to use.
An unknown source told the local newspaper Halpin had also been talking to Miller as if he were a dog.
After about a minute, Halpin walks away from Miller, who then hops on the ground and begins eating the peanuts off the floor.
All four officers ignore this.
Sarasota Police Chief Bernadette DiPino said Haldin had been stood down and that an investigation had been launched into the other officers who appear in the video.
“Based on the actions in the video, I immediately initiated an internal investigation on Officer Halpin,” DiPino said.
“I’m disappointed in what I observed in the video, and placed the officer on administrative leave, pending the outcome of the investigation.”
